I should warn that from now on my comments on Sir Matthew Bourne's Sleeping Beauty will contain spoilers.
Count Lilac is the chief fairy - although this is no ordinary fairy in a pretty tutu. The title of Count gives a clue to that other famous count - Dracula, as Lilac is also a vampire. He is, however, on Aurora's side.

Lilac was the leader of the fairies, although as a vampire he did not fit into the traditional tales. He wanted the best for Princess Aurora, mitigating as far as possible the spell Carabosse had made. But there was only so much he could do, other than watch and wait. Maybe he was lulled into a false sense of security when nothing happened for so many years, though as a fairy he could play the waiting game. So when the inevitable happened he was in a position to act so that Leo could take his part in the unfolding drama.
